This screen shot is what your working palette for layers will look like
I will use an avatar to explain a few things but this works on all graphics..

You don't usually need an extra layer for text just keep it selected untill you have it
where you want it and have finished your filters if you use any..drop shadow so on

But say you want to add a tube.. tubes are not pre-selected so wont move also you
might need to adjust the tube size. so
First be sure the graphic/ avatar 16 million color then open the layers palette where
you see layer 1-2-3 in the screen shot you will see one word background

(remember which ever picture is selected / active is what this will show the information on)

So be sure your avatar is selected and with palette open right click where it says
background in the palette click promote to layer

then click new RASTER layer you will get a new menu that needs to be
set up as it is in the next screen shot

*most of the information is here just be sure you have everything clicked
and set up to reflect this menu and click ok. After it is set all you need do
is right click on add new raster and ok. You can add as many as you need.

To finish you need to merge the layersf right click on a layer and
for avatars you select merge all flatten then save the finished graphic.

Remember this is just the BASIC Tool use I used tutorials or just played
with the options to learn to do things. The web offers tutorials on web page
design using PSP and most Paint Shops have tutotials on how to paint
certain effects and looks for your avatars. I'm hoping I covered enough
